A moment that will go down in history as the day post-Cold War era globalisation, and its attendant supporting world order, died.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p><p>RiskRecon contends that the post Cold War world order is witnessing a moment of bifurcation, and the death of globalisation. These changes are creating more than Cold War 2.0, but is delivering an ever more integrated Eurasia turning its back on a unipolar western dominated system. This is done with an understanding that the local South African reality is, for its own unique reasons, like the global system at this stage, challenged by the risk of increased incidences of State Failure, State Collapse, and State Disintegration.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p><p>The convergence of global systemic instability and bifurcation and local risks of state failure and collapse, can have potentially catastrophic consequences for a country such as South Africa. The authors argue that the South Africa has been significantly weakened by ruling party disorders, state capture, a weakening economy and corruption.<\/p><p><b>II &#8211; The end of globalisation<\/b><\/p><p>The dream of a unified globalised system lies shattered on the battlefields of eastern Ukraine. The Russian Special Military Operation in Ukraine, and the economic war unleashed on it, in turn, by the collective west, pushed a singular, and unipolar, post-Cold War world order to a point of bifurcation.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p><p>Emerging New World (dis)Order argues that not only is globalisation dead (at least the post-Cold War manifestation thereof), but that the world system has been torn in two, and how, in a few months of the year 2022, in a dramatic twist of historical fate, hard fought for integration of continents, markets and peoples, since 1990, has been put in reverse gear, and is fast becoming a memory from an era that is passing.<\/p><p><b>III &#8211; A reconfigured risk-laden world (dis)order<span class=\"Apple-converted-space\">\u00a0<\/span><\/b><\/p><p>In this book RiskRecon contends that we are living in an era not only of turbulence, but the emergence of a New World (dis)Order as nations and regions are reconfiguring global trade, reassessing foreign policies, and preparing for the re-emergence of a block-based world with a Cold War 2.0 in the making as well.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p><p>RiskRecon explore how these sudden sharp global shocks are accelerating processes of State Failure, State Collapse, and State Disintegration the world over. The latter theme is, among other cases, articulated through an in-depth analysis of factors driving state failure at a local government level in South Africa. It is argued that the latter dynamics are compounded factional friction in, and fragmentation of the ruling African National Congress.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p><p><b>IV &#8211; Think unthinkable global transformation &amp; risks<\/b><\/p><p>Emerging New World (dis)Order provides:<span class=\"Apple-converted-space\">\u00a0<\/span><\/p><ul><li>Evidence of factors driving increased risks of systemic instability, at both local and global levels<span class=\"Apple-converted-space\">\u00a0<\/span><\/li><li>Why the manifestation of systemic instability, state failure, and state collapse are increasing in a fragile, bifurcating, and conflicted global system<\/li><li>An outline of how the world system is being torn in two, leaving globalisation (as it has been known since 1990), a casualty of both kinetic war in Ukraine, and economic war against the Russian Federation<\/li><li>Whether the world will witness new regionalism(s) as basis for both the de-globalisation of the \u2018old\u2019 order, and re-globalisation<span class=\"Apple-converted-space\">\u00a0 <\/span>in the Emerging \u2018New World (dis)Order\u2019 with a de-dollarised financial order<\/li><li>Global systemic instability context wherein to locate the acute systemic fragility South Africa confronts in a profoundly unstable world<span class=\"Apple-converted-space\">\u00a0<\/span><\/li><li>Evidence of the emergence of Iron Curtain 2.0, and how Eurasia is emerging as integrated block opposing Western actions against Russia <span class=\"Apple-converted-space\">\u00a0<\/span><\/li><\/ul><p><b>V &#8211; Russian \u2018isolation\u2019 leading to Eurasia rising &amp; resisting the \u2018West\u2019 <\/b><span class=\"Apple-converted-space\">\u00a0<\/span><\/p><p>In Emerging New World (dis)Order it is argued that a dynamic to study carefully at this uncertain juncture in world history, is not only how the Russian Federation, but Eurasia as a region, respond to economic war, and isolationist actions taken against the Russian Federation. According to BlackRock president, Larry Fink, globalisation is dead. However, the isolation of Russia is spurring on faster and deeper integration in Eurasia, which could then drive new waves, or different kinds of globalisations, anchored in specific regions, trade blocks, and strategic alliances between nations.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p><p>While the impact western sanctions had on the operations on the Russian state, companies, and individuals are significant, the Emerging New World (dis)Order explored here focus on counter-actions. The more the Russian Federation is isolated and sanctioned by Western nations, the more evident it is that a new financial and Eurasian regional \u2018order\u2019 is emerging as western nations grapple with inflation, spiralling energy- and food costs.<\/p><p><b>VI &#8211; The asymmetric &amp; non-linear nature of processes of state failure, collapse, and disintegration<span class=\"Apple-converted-space\">\u00a0<\/span><\/b><\/p><p>RiskRecon brings a new approach to State Failure, State Collapse, and State Disintegration to the fore in this eBook. It is argued that risks emanating from state failure, and collapse can be better predicted, if an analytical approach is adopted that understands state failure, collapse, and disintegration as manifestations that occupy a spectrum of potential political phenomena in a polity. If approached in this way, it implies that:<\/p><ul><li>These processes are not mutually exclusive,<span class=\"Apple-converted-space\">\u00a0<\/span><\/li><li>They co-manifest in systemic space, and<span class=\"Apple-converted-space\">\u00a0<\/span><\/li><li>They co-manifest in time.<span class=\"Apple-converted-space\">\u00a0<\/span><\/li><\/ul><p>The case of South Africa\u2019s July 2021 insurrectionist inspired acts of mass crime and looting are used as a case in this context. It shows how a temporal form of state failure occurred in specific geographic areas of South Africa (KZN and Gauteng mostly) where the state and its instruments of violence were completely absent, leaving citizens exposed to marauding mobs of angry looters on the one hand, and community militias hastily formed on the other, to protect property.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p><p>In the South African case after about nine days of anarchy on the streets in July 2021, authorities managed to mobilise sufficient SANDF, SAPS, and other security services to establish a semblance of \u2018normalcy\u2019. This means for nine days the affected areas can be said to have experienced a form of temporal state failure. And, although the state re-claimed control, it has been shown up as weak, ineffective, and incapable to protect citizens, businesses, and by extension the economy, from an asymmetric attack, launched by a faction of the ruling party, supported by renegade elements in the state security apparatus.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p><p><b>VII &#8211; SA\u2019s ruling party disorders: the ANC as acidic force feeding state failure<span class=\"Apple-converted-space\">\u00a0<\/span><\/b><\/p><p>Whether one engages with the manifestation of state failure at local government level, or the morbid state of affairs in South African SOEs, the common denominator, the invisible \u2018force\u2019 that keeps state governance capability deterioration and decay in play, happens to be the ruling party, the<span class=\"Apple-converted-space\">\u00a0 <\/span>African National Congress, itself.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p><p>This means that expose\u2019s forthcoming from the Commission of Inquiry into State Capture, for example, in nearly a case-by-case basis, show how networks of patronage, syndicates, senior business- and political leaders of the country conspired, and colluded, not only to capture the state &#8211; but more importantly, its resources.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p><p>The disorders in the ruling ANC have a direct, and acidic destructive impact on the capability of that very South African state system. A case in point is the fractured State Security Apparatus brought to dysfunction and ruin, due to it falling victim to capture by politicians and ruling party factions playing their own, and not the states\u2019, spy versus spy games.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p><p><b>VIII &#8211; Local government as vanguard of state failure &amp; predatory extractive institutions<span class=\"Apple-converted-space\">\u00a0<\/span><\/b><\/p><p>RiskRecon provides evidence of local governance failures and how this constitutes state failure. It is furthermore argued that structures of the South African state have been turned into extractive institutions captured by elites that aim not to \u2018govern,\u2019 but to funnel state resources for personal and patronage network gain.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p><p><b>IX &#8211; July 2021: of looting, insurrection and how South Africa experienced temporal state failure and collapse<span class=\"Apple-converted-space\">\u00a0<\/span><\/b><\/p><p>During July 2021, for nine days, specific geographical areas, neighbourhoods, and even whole cities, towns, and rural villages of South Africa experienced state failure and collapse. The streets were devoid of any form of law enforcement, the state was nowhere to be found while media feed tracked traffic jams heading to new looting sites, with no sign of law, as disorder reigned, and looters over-ran the capacity of a compromised state.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p><p>The temporal collapse of the South African state in specific areas, during a specific period, also violated the Social Contract that underlies the relationship between citizen and state. The state fomented violence, through its very absence, by retreating, and opening ground for two forces (civic militias, versus, insurrectionists and criminal acts of mass looting) to meet on the streets of towns, townships, and cities. And to add insult to injury, the \u2018insurrection\u2019 was instigated by elements from inside the ruling ANC, and renegade elements form the state security system. These events illustrate either the dysfunction of the state security apparatus, or, its level of incapacity to confront large scale challenges to the authority, and sovereignty of the state, by way of asymmetric strikes on the economy, and implicitly the state and society.<\/p><p><b>X &#8211; If opposition parties cannot form cohesive local-level coalitions &#8211; do we really think it will work in 2024 at a national level?<\/b><\/p><p>Going by the track record of instability in metros where coalition governments have been formed, RiskRecon asks whether opposition political parties that \u2018play\u2019 on the national stage, that cannot find common ground to run local authorities, will be able to unseat the ANC, but more importantly &#8211; to take the reigns of a partially failing state, and to govern to the benefit of society as a whole in a coherent, stable, and politically sustainable manner in 2024.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p><p>While it may be possible to cobble together an alliance to unseat the ANC, the question concerns its longevity, and whether it would be able to sustain cohesion for a whole term of government. The latter is a critical risk factor to consider, due to the fact that such a coalition would face significant push-back from anyone on the \u2018losing side\u2019 of the isle of the National Assembly.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p><p>However, the question implied in this instability is whether: if in 2024, after the national elections, a coalition unseats the incumbent ANC government, would it set a much bigger national stage for political instability, contestation and in-fighting, as seen in local government coalitions?
